Queensland treats the plumbing side of a reno on an existing house as notifiable work. Council issues no permit, a licensed plumber carries out the work, and a Form 4 records it with the QBCC afterwards. The sections below explain each stage, the fixture rules and what moves the price.

The Plumbing Stages of a Bathroom Renovation

A reno moves through five plumbing stages: assess, strip out, then rough-in and fit-off, followed by testing and notification. Here's what each one involves.

  1. Assess

We measure up, follow the old water and waste lines, and mark the new positions. Knowing what the walls hide sets the whole plan.

  2. Strip out

Old fixtures come away and the lines are isolated ahead of the other trades. Nothing leaves the room before the layout is locked.

  3. Rough-in

Fresh supply and waste pipes are laid before the wall and floor linings go on. Every fixture position is fixed at this point, so late changes cost.

  4. Fit-off

The fixtures and tapware are connected once the tiler and cabinet maker finish. A new vanity and basin goes on at this visit, and every mixer gets a pressure and temperature check; our shower repairs page covers the faults that can surface later.

  5. Test and notify

The new lines get a pressure test, every joint and fixture gets a leak check, and the Form 4 goes to the QBCC.

Can You Move a Toilet, Shower or Basin

Yes, provided the drain, the floor and the pipe fall all allow it. Three things decide whether a fixture can shift:

  1. Where the drain runs

the waste point has to reach the new spot, or be extended to it.

  2. What the floor is made of

a timber floor lets us re-route beneath the joists, while a slab has to be cut.

  3. The fall

the waste line needs enough slope that wastewater flows away unaided.

All three get checked before anything gets ripped out. Shifting a fixture counts as notifiable work, and so does altering the sanitary plumbing a relocated toilet depends on.

The raised Queenslanders around Swan Hill and the other hill streets make layout changes straightforward, because the timber floor leaves branch drains in reach. Age cuts the other way: the post-1918 house boom left many older homes on earthenware drains, and tying new pipe into brittle old line is quoted as its own item. Much of the pre-1940 weatherboard housing along Lutwyche Road sits that same way on stumps.

Fixture Labels and Temperature Limits

Any tap, shower or toilet bound for the room needs two marks before it can lawfully go in:

  1. WaterMark certification

proof the product complies with the standards.

  2. WELS registration

WELS stands for Water Efficiency Labelling and Standards, and its label shows the star rating.

One rule that catches renovators out: the star minimums don't bind. The 4-star toilet and 3-star tapware minimums apply only to brand-new dwellings, so your reno can use what you like as long as both marks are present.

Temperature has its own rule. Installing a new hygiene fixture triggers a temperature control device, and that device keeps delivery at 50°C or lower at the tap. Changing a washer or a shower head doesn't trigger it; a new shower or bath does.

What Drives Renovation Plumbing Cost and Time

The price turns on four things: how many fixtures change position, the state of the old lines, access, and the paperwork. A fixed quote before any work starts spells it out.

  1. Fixtures on the move

each relocation adds pipe and drainage time over a straight swap.

  2. Old lines

scaled galvanised supply or cracked earthenware waste means replacing sections rather than joining them.

  3. Asbestos

the QBCC warns that most pre-1990 houses contain some, which calls for extra care and can add to the bill.

  4. Access and paperwork

tight corners slow every visit, and the Form 4 carries a lodgement fee we pay, which the quote may include.

Notifiable Work, Form 4 and Your Copy

Renovation plumbing on an existing home is notifiable work: a licensed plumber carries it out, council issues no permit, and a Form 4 goes in once the job is done. The rules around it are simple:

  • We lodge the Form 4 with the QBCC inside 10 business days after finishing.
  • You receive a copy, and so does whoever hired us, whether that's you or your builder.
  • The QBCC website lists whether a Form 4 is registered against your property, and you can request a copy from them.
  • The council will inspect the work on request, at whatever stage you like.

Apartment owners should confirm with us first, since some apartment jobs are complex enough to need a council permit. A drain serving several properties, or a dual-reticulated supply, turns the job into permit work as well.

If the finished work worries you, take the problem to the contractor before anything else. The QBCC handles disputes that stall, and you can complain about defective, unlicensed or non-compliant work, or a Form 4 that never arrives.

How a Renovation Visit Runs

  1. 1

    Call or message us

Ring (07) 3523 7121 or use the form and describe what's going on in Windsor. A few details up front mean the right gear comes on the first trip.

  2. 2

We scope the reno on site

We measure the room, follow the lines already in the walls, and check the floor and drain before anyone quotes. You finish the visit with a fixture plan and a clear view of the stages ahead.

  3. 3

    Fixed quote, then the work

We give you a fixed quote before any work starts. It's flat-rate pricing with no hidden fees, and we only start once you approve it.

  4. 4

    Settle up your way

Card and EFTPOS payment on site when the job's finished, or Fix now, pay later if that suits you better.

Bathroom Reno Questions From Windsor Homes

Call (07) 3523 7121

Do I need a licensed plumber for a bathroom renovation?

Yes, you do. Queensland classes reno plumbing on an existing home as notifiable work, so a licensed plumber has to carry it out. We do the work and the QBCC gets its Form 4 afterwards.

Can I move my toilet during my Windsor bathroom renovation?

Yes, provided the drain, the floor and the pipe fall all allow it. Shifting a fixture counts as notifiable work, so we check those three things before anything gets ripped out and lodge the paperwork after.

What do rough-in and fit-off mean?

Rough-in is the pipework stage that happens while your Windsor bathroom is still open, before linings go on. Fit-off is the later visit that connects the fixtures and tapware after the tiles and cabinets are in.

Do my renovation fixtures need a minimum WELS star rating?

No, they don't. The 3-star and 4-star minimums apply only to brand-new homes, not renovations. Your taps, showers and toilets still need both marks, WaterMark and WELS, before we can lawfully install them.

How do I check my Form 4 was lodged in Windsor?

The QBCC website lists whether a Form 4 is registered against your property. We hand you a copy when the job wraps up, and you can request another from the QBCC at any time.
